While I do think this is a good thing, I have some questions:

Should there also be a “voting to migrate” popup for closed questions?
Should there also be a “voting to reopen” popup for closed questions?
Is it too early for a start or at least should there be a limit on the number of questions that can be closed?

I’d argue that the “voting to close” pop-up is a little harsh. On a quick browse of the front page I was able to see at least one question in each of the following tags:

etc, etc.
It makes me wonder about what other tags were considered “daring” or “dangerous”. For instance, why was c# not considered a suitable topic for SO? Or is the reason that it’s not considered suitable just because it doesn’t have a tag?
It seems to me that the voting popup, or pop-up as I think it’s called, is there to correct a few “mistakes” in the mind of the close voters. Many of the questions that were closed by a reasonable user, such as myself, didn’t need to be closed at all. Had they just been downvoted by another user it would have been easier to let the questions live.
I think it’s too early for such a popup, or rather, it is too early to allow questions to be closed at all, especially with this particular tag. There’s some discussion about using only the ‘close’ button, but while I think that this would make the experience easier for the users it would make the site harder to moderate.
