I think this is an excellent question. The only answer I can come up with is that it’s possible, but it seems unlikely.
For one thing, the footage shows Asgardians go raiding the Triskelion; whereas, it is well known (almost assuredly) that the new home of SHIELD is Shieldhaven, which is in the Canadian Arctic — just like the Triskelion.
But still. Also, it is clearly not a moment captured on the video taken from the operations center. But it is clearly in the (much smaller) security camera footage we see later.
We also see something that could be a Hammer, Peter Quill’s Hammer of Thor’s hammer. He does not try to “hot-wire” it, but he grabs it at least once. This happens once during his ordeal in the Rags and once at Triskelion after Thanos shot him.
I honestly think the most likely explanation is that it’s a mistake by the operations staff to have sent the footage to SHIELD headquarters, but they overlooked that when they loaded it into their system. They probably thought it was footage of some obscure criminal or terrorist, and didn’t realize how important it was.
