I have the exact same issue. However when I check and click Restored Defaults and click Apply the command is not back! I tried launching it via cmd and it opens, but it never restores the original configuration! I am using NPM 5.3.1.0. Once I run the command it will create the folder where it is stored automatically. Then I have to delete the folder manually. It is possible that the settings file has been overwritten somehow?
