Playlist with different formats for a given mp3 file

An extension of the mp3tool program, which generates a playlist
of music clips based on a given MP3 file. It takes an input file
and converts it to a number of different different formats.
The playlist is a list of track names, one for each of the
playlist items, and each item is a list of audio clips.

This program should be located in a user-writable directory,
and should be run as the user who will be creating the playlist.
The program generates the playlist based on the input file,
but can run independently of any video editor.

The different formats supported are:

MP3 — as played through a MP3 player.

Ogg — as played through an Ogg Vorbis player.

Tiny — as played through the Tiny MP3 player.

MPP — as played through the MP3 program.

TTA — as played through the iRiver StoryMP3 player.

Wav — as played through a Wav packer.

Note that when using a Wav packer to generate a playlist,
the resulting playlist must be compressed as a Wav file.Q:
