So I am in the process of migrating to a new Active Directory structure. In the new structure there are two separate forests and the old forest is scheduled for decommissioning in the coming weeks. I am aware of the ADMT tool but this will take some time to get running.

Something that might be able to migrate over most of the users and groups without having to interact with the command prompt.

First of all, it sounds like you’re making an AD migration. If you’re looking for a pure AD migration tool, you can look at the Microsoft Operations Framework (MOF) but it doesn’t come with a lot of built-in migration tools.
If you’re looking to do something in-place, you can use the New-ADGroup and New-ADUser cmdlets, but you’ll need to get the account object IDs from other sources.
If you’re looking to do something in a cmdlet you’re a little more limited but you can use the foreach loop with PSake which will allow you to parse something in the form of a CSV. If you look in the About tab in the help for the Move-ADUser command you’ll see this –
