However, Democrats are still insisting that the state should fund Medicaid expansion.

The latest proposal from Senate Democrats is that the federal government would pick up the full cost of Medicaid expansion. That means the state and federal government split the cost evenly. However, that doesn’t appear to be going anywhere with the White House. The White House is insisting that states cover the full cost.

A House-passed plan to overhaul Obamacare includes a plan to reimburse states for covering high-cost enrollees in Medicaid with federal cash. And the White House is backing the plan. The so-called Alexander-Murray legislation would redirect $1 billion a year from the Medicaid program to low-income individuals in the private insurance market. …Democrats who will lead the effort to negotiate with the White House on the next version of the bill hope to avoid a repeat of recent talks, when they felt boxed in by the White House and congressional Republicans. …“We don’t want to get stuck in that same box again,” Sen. Patty Murray (D-Wash.), the Senate’s top Democrat, said Wednesday morning during a breakfast with reporters organized by the Kaiser Family Foundation.

This is where things get tricky. On the one hand, the state of Colorado is doing an excellent job of covering the costs of Medicaid expansion. It has saved millions, in part, by implementing reforms within the program to prevent fraud and abuse. On the other hand, the federal government is subsidizing that coverage.

So, why would the federal government want to subsidize that coverage?

Well, a recent study from the Department of Health and Human Services found that fewer people enroll in Medicaid expansion than predicted. In fact, enrollment in Medicaid expansion is at the lowest level it has been since it was implemented in 2014.
