The Reserve Bank of India (RBI) will make it mandatory for all public sector banks to have intraday payments system within their domestic networks, an official said here today.

There have been cases of suicide due to frustration of people (referring to the violation of intraday settlement by banks) and the RBI is making it mandatory for all banks to provide this facility, the deputy managing director of Union Bank of India, S Sudhakar Babu said at a conference here.

Intraday settlement means making payment of bank notes for the next day before it is due instead of the next day itself.

Under the current system, when a customer submits an order for the next day, the bank deducts the entire amount from the customer’s account.

“Today, the RBI has set a deadline of December 31, 2017 for getting these facilities ready. We are sure that the whole country will be provided this facility with the help of various state-owned banks,” he said.

The central bank had in September this year given a 6-month extension to every bank for getting intraday settlement system within the domestic network.

Banks have now to make the system functional within six months of this deadline.

The government has already said that in the next financial year, bank intraday settlements will be reduced from the current 93 days (currently, if transactions done within different branches and across the country over the next 93 days, the bank’s correspondent branch would settle the entire transaction within one working day) to 36 days.

Mr Babu also said the Union Bank of India will launch a mobile app to help ordinary people to check stock market condition from the app and also to make payments.

The system will help the customer to ascertain market prices for various commodities from the app and can be used to make payments using debit and credit cards, net banking facility and mobile wallets, he said.

The app will also help the customer to track their savings account through net banking and their pension account through retirement services.

The Bank has already started this mobile banking facility and we will soon launch it as a platform to give customer access to world of banking in a more user-friendly manner.
